In Kyiv on February 19, a reporter observed the State Emergency Service (SES) using a fire truck ladder to knock down icicles and remove chunks of snow from the roof of a government building housing the Kyiv City Health Department at 19 Provizna Street. The pedestrian area around the site was cordoned off with warning tape to ensure public safety. This direct intervention by emergency crews highlights the severity of the winter hazard management problem in the capital.
Snow and Ice Removal Failures Draw Fines and Criminal Suspicions
Against the backdrop of these cleanup efforts, city inspectors issued 377 orders and filed 67 administrative reports on February 17 for poor snow and ice removal. Separately, the Kyiv City Prosecutor's Office announced criminal suspicions against nine managers of communal utility services, accusing them of official negligence. This winter season, 6,169 people have sought treatment at trauma centers, with 1,221 requiring urgent hospitalization.
Notably, among those facing suspicions are the heads of utility companies from seven city districts. These legal measures are a direct response to the rising number of citizen injuries caused by improperly cleared snow and ice.
The snow and ice removal situation in Kyiv is a major public safety concern.
