The Sanctions Bill and Its Consequences

Boris Johnson, the former British prime minister, told the School of War podcast that Donald Trump now holds all the leverage needed to push Russia into peace. He urged Trump to make full use of that power, arguing that this is

“a massive club that can be used to give Putin a serious thrashing—and it should be used.”
Johnson also reminded listeners that Trump was the one who broke the old taboo on supplying lethal weapons to Ukraine, notably by sending Javelin missiles.

The Sanctions Bill and Its Consequences

Johnson called Senator Lindsey Graham’s sanctions bill the toughest Western measure introduced since the war began. The legislation has already won support in the Senate, while an identical version has been filed in the House with wide bipartisan backing. Trump, for his part, thinks the bill has a strong chance of passing and has suggested adding Iran and Hezbollah-related issues to the package.

The Wall Street Journal reports that Trump has been reluctant to squeeze Moscow harder, but enactment of the bill would effectively force his hand. Richard Connolly of the Royal United Services Institute (RUSI) warned that the largest buyers of Russian oil could simply ignore U.S. tariffs, potentially weakening the new sanctions. The key question now is whether Trump will actually use the enormous leverage available to him against the Kremlin.

This moment exposes the intricate realities of international diplomacy during the war in Ukraine. How Trump acts, and whether these sanctions move forward, could reshape the conflict’s momentum and America’s ties with allies. Yet skeptics caution that without careful enforcement and oversight, the restrictions may have limited impact, raising doubts about the entire strategy. What happens with this bill could therefore carry far-reaching consequences for regional stability and global security. For many observers, it will also test whether Washington is ready to back its words with decisive action.

As the situation unfolds, the implications of a new sanctions initiative targeting Russia and Iran become increasingly significant. This bipartisan effort in the Senate could provide the necessary framework to enhance pressure on Moscow, especially if Trump decides to leverage the measures effectively. Understanding this context is essential for grasping the potential shifts in diplomatic relations and the ongoing conflict in Ukraine.
