Starting from January 1, 2026, Ukrainians will have the opportunity to use mobile connectivity in the countries of the European Union at domestic rates without additional charges. The European Commission has approved Ukraine's integration into the EU roaming zone.

Ukrainian Prime Minister Denys Shmyhal announced this on Monday, July 14. According to Shmyhal, the government approved the decision of the Ukraine-EU Association Committee on the mutual opening of the roaming sector, which is part of the procedure for obtaining a 'roaming visa-free' agreement.
Practical Aspects of the Innovation
This decision means that Ukrainian tourists in EU countries and EU citizens in Ukraine will have the opportunity to use mobile communication at the rates of their home operators. This applies to phone calls, SMS, and mobile internet.
According to the agreement, the quality of communication and internet speed will remain at the level of domestic use, and access to emergency services will be provided free of charge.
Ukrainians will be able to use mobile communication in the EU at domestic rates without additional charges starting from January 1, 2026. This means that while traveling across EU countries, they will be able to communicate and use mobile internet without worrying about high roaming costs.
