The Imperative for State Budget Spending Cuts
During an interview with political analyst Yuriy Romanenko, economist Oleh Ustenko argued for the urgent necessity of sequestering, or cutting, the expenditure side of Ukraine's state budget. He stressed that governments, including Ukraine's, must immediately review state budget spending and identify areas where reductions are possible.
'The one piece of advice I would give immediately to any government, including ours, is to take the expenditure part of the state budget, immediately audit it, and see where state spending can be cut. Cut, just cut everywhere it is possible to cut.' Oleh Ustenko
At the same time, the economist highlighted the political difficulty of this task. 'For a politician, cutting everywhere it's possible is essentially cutting nowhere. Because a politician needs to be liked by their voters and their constituents. So, to just go ahead and slash the budget's expenditure part is not that easy,' Ustenko emphasized. However, he insisted on the critical importance of such measures, pointing to a lack of alternatives: 'But it must be done. It's not easy, but it must. There is no other choice.'
Optimizing Spending Within the Budget System
Ustenko also noted that the budget system must be kept 'in an iron grip' to prevent deviations. He observed that these measures are unpopular but unavoidable. 'We must move forward with this,' the economist concluded.
In the context of economic instability and the challenges facing Ukraine, the issue of optimizing state budget expenditures is particularly pressing. Such fiscal tightening is a common response during wartime and economic stress, though it carries significant political risk. Reducing spending could be a crucial step toward ensuring financial stability, yet the political risks associated with cuts may complicate their implementation. The reaction of society and voters to such changes is likely to be a decisive factor for the government in making budgetary decisions.
In light of Ustenko's recommendations for budget cuts, it's essential to consider the broader implications of fiscal policies in Ukraine. Recently, Ustenko also criticized the universal fuel rebate, arguing that it represents a misguided approach to economic challenges.
