Former CIA Director Says Drones Have Changed the Rules of Warfare

The Role of Drones in Modern Combat

David Petraeus, the former head of the CIA, argues that the widespread use of unmanned aerial vehicles has fundamentally altered the logic of battle. He stresses that the United States must learn from Ukraine’s experience in this domain. Petraeus highlighted the scale of drone deployment by Ukrainian forces, who operate up to 10,000 drones daily. Having visited Ukraine for the tenth time since the full-scale invasion began, Petraeus emphasized that Ukrainian troops control the battlefield up to 35 kilometers from the front line. Over the past two months, Ukraine has achieved greater tactical gains than Russian forces, demonstrating the effectiveness of drone-based tactics. One Ukrainian manufacturer plans to produce three million drones in 2025, and by 2026, Ukraine aims to manufacture seven million unmanned systems. For context, the entire U.S. defense industry produced roughly 300,000 drones last year.

“tanks can no longer maneuver. They cannot survive. Armored vehicles cannot survive.”
He also expressed concern about the future of warfare, warning that
“what is coming are algorithmic drones that cannot be jammed.”
He further noted that “then you will face swarms of drones. And that is something we really don’t have a solution for.” Petraeus also remarked that Russia 'no longer has the advantage.'
