Court Verdict for Ex-Director of Zhytomyr Armored Plant
The High Anti-Corruption Court has delivered its ruling against Serhiy Butenko, the former director of the Zhytomyr Armored Plant, who pleaded guilty and agreed to make restitution. The court sentenced Butenko to 8 years in prison and banned him from holding positions at enterprises with over 50% state ownership for 3 years. A partial confiscation of his assets was also imposed.
This verdict resulted from a plea agreement between the prosecutor from the Specialized Anti-Corruption Prosecutor's Office and the defendant. Under Article 75 of the Criminal Code of Ukraine, Butenko was released from serving the main sentence on probation, with a 2-year probationary period. According to Article 77 of the Criminal Code, the additional penalty of asset confiscation was not applied.
Serhiy Butenko's Obligations
Butenko has committed to transferring 12 million hryvnias to support the Armed Forces of Ukraine and to compensate the enterprise for losses totaling 5.76 million hryvnias. The verdict can be appealed within 30 days of its announcement.
For context, this case highlights ongoing anti-corruption efforts in Ukraine's defense sector. The National Anti-Corruption Bureau (NABU) and the Specialized Anti-Corruption Prosecutor's Office (SAPO) previously notified the plant's former management of suspicion. In autumn 2014, they illegally decommissioned state reserve property, resulting in the removal of 20 engines for armored vehicles. The case reached the High Anti-Corruption Court after a 7-year investigation.
The verdict against Serhiy Butenko is significant in the context of fighting corruption in Ukraine, particularly in the defense sector.
The commitments to compensate for damages and support the Armed Forces of Ukraine reflect the state's intent to recover losses caused by illegal actions. This case also underscores the importance of anti-corruption bodies in ensuring transparency and accountability in the use of state resources.
This ruling is part of a broader crackdown on corruption within Ukraine's defense sector, echoing recent cases such as the sentencing of a factory official to 9 years for facilitating a $2 million bribe while laundering $580 million in defense funds. Such cases highlight the ongoing efforts to hold accountable those who exploit state resources. For more details on this significant case, visit the recent sentencing of a factory official.
