Defense Innovation: The BlueShadow Initiative
Charles Maher, a former US submarine officer, founded the Danish company BlueShadow to develop a system of autonomous vessels designed to intercept Russian drones over the Black Sea. The BlueShadow system plans to deploy four squadrons, each consisting of 12 unmanned boats that will patrol the Black Sea at a distance of 10 to 12 kilometers from the coast. The first squadron is expected to begin operations in early 2027.
BlueShadow is one of eight companies participating in the private accelerator Defence Builder. This program provides $10,000 in initial funding, four months of mentorship, and direct access to military personnel. Defence Builder is part of the Investor Club, which includes around 25 institutions. Investments in Ukraine's defense industry have surged from $1.1 million in 2023 to $105 million in 2025, reflecting growing global interest in the sector.
Startups Driving Technological Change
Other notable players in the market include the Estonian startup Telearmy, founded by Enn Laansoo, which has been integrating remote control systems into trucks and armored vehicles since 2023. Meanwhile, Wingtech has developed the Haba, a reusable fixed-wing bomber with a range of up to 300 kilometers that is resistant to electronic warfare. The Haba drone has been used in combat for over a year.
In the realm of emerging technologies, the NC13 unit of the Third Army Corps has conducted 164 operations using robots—missions that would have traditionally required 2,300 soldiers. As one program participant noted,
“Sending soldiers to the front lines is no longer viable, and our technology provides a layer of protection that eliminates the need for troops to be there.”
Addressing current challenges, Line Rinvig, a representative of Defence Builder, emphasized:
“Business is business, but we all serve a greater purpose—ensuring that the solutions needed to win this war receive financial backing.”This highlights how defense innovations are not only advancing technology but also enhancing security in complex environments.
