Political Interference in Ukraine's Energy Pricing
Oleh Popenko, an expert in housing, utilities, and energy, has stated that the regulation of energy tariffs in Ukraine has shifted to a 'manual' political control mode, with the regulator's independence being a mere facade. Popenko made this assessment while analyzing the energy market and commenting on recent remarks by former Energy Minister Yuriy Prodan.
The Crucial Role of an Independent Regulator
In a Telegram post, Yuriy Prodan emphasized the fundamental importance of an independent energy regulator. Popenko noted that, by law, the commission regulating this sector should be a fully autonomous body. However, the expert pointed out that when the regulator receives signals or instructions from the Presidential Administration (Bankova Street), the situation no longer aligns with market principles. This, in his view, indicates administrative price-fixing.
Popenko further highlighted that if decisions are made by a political center but are legally signed by an ostensibly independent body, it creates a perfect scheme. This allows authorities to influence the process while the regulator signs off on decisions for which no one is held accountable. Consequently, the expert proposes transferring the power to appoint the commission to the government, which would place responsibility for decisions squarely on political institutions.
Thus, Oleh Popenko stresses the urgency of addressing the regulator's lack of independence in Ukraine's energy sector, arguing that the current situation requires immediate resolution to ensure stability in energy pricing.
