Ukraine is in the final phase of a mandatory nationwide shift to electronic work record books, with a firm deadline of June 10, 2026. After this date, the digital version will become the primary document for calculating pension contributions. While failing to digitize your paper book will not automatically erase your work history, it will create significant hurdles for proving it when needed. It is important to note that no fines will be imposed for possessing a non-digitized paper record.

The Digitization Process and Associated Risks

The five-year digitization drive means most Ukrainians already have an electronic record of their employment history. The process primarily concerns those who worked before January 1, 2004, as data from 2004 onward is largely already in the system due to employer reporting requirements. As Oleksandr Maletskyi, Deputy Chairman of the Board of the Pension Fund of Ukraine for Digital Development, stated,

'the digitization process itself has been ongoing for five years, and as of today, the majority of Ukrainians already have electronic records of their work history.'

Failing to digitize your paper work record carries several potential risks, including:

  • A potential reduction in your future pension amount;
  • Delays in processing your pension application;
  • The need to provide additional paper certificates or even go to court to prove your employment history;
  • Major complications if your physical work record book is lost or damaged.

For convenience, documents can be submitted online via the Pension Fund portal or in person at a local branch office. This move is part of a broader government effort to modernize public services and reduce bureaucratic burdens for citizens.

To submit documents online, users must log into their account on the Pension Fund portal (using a Qualified Electronic Signature, BankID, or the Diia.Pidpis service), select the 'Communications with the Pension Fund' section and then 'Information on Employment Relations,' upload scanned copies of the required documents, sign, and submit the application. Scan requirements include color, clear images (300 dpi is recommended), in JPG or PDF format, with a file size not exceeding 1 MB.

The transition to electronic work records in Ukraine is a key component of a wider state strategy to digitize public services, aiming to simplify procedures for citizens and improve the efficiency of tracking employment history. Given the reduced risks associated with losing paper documents and the growing availability of online services, it is crucial for citizens to engage proactively with this process.
