EU to Expand Sanctions Over Deportation of Ukrainian Children

EU Sanctions Expansion

The European Union is set to broaden its blacklist targeting individuals involved in the forced removal and re-education of Ukrainian children. A new sanctions package is expected to be approved during a meeting of EU foreign ministers scheduled for May 11, 2026. A substantial number of additional names will be added to the existing list of sanctioned persons.

Those facing sanctions will include:

  • government officials;
  • organizers of deportations;
  • institutions, such as children's centers, involved in ideological re-education.

This package aims to impose individual accountability on those responsible, including asset freezes and travel bans, while also strengthening the international isolation of the culprits.

The new sanctions will be announced during a high-level meeting of the International Coalition for the Return of Ukrainian Children. This meeting will take place on the sidelines of the EU Foreign Affairs Council in Brussels, co-chaired by Kaja Kallas, Marta Kos, Andriy Sybiha, and Anita Anand. It is set to begin at 6:00 PM Kyiv time.

Ukrainian Presidential Sanctions Decrees

Ukrainian President Volodymyr Zelenskyy has also signed sanctions decrees against Russian entities involved in the abduction of Ukrainian children. The first sanctions package includes 20 individuals and four legal entities. Among them are children's rights ombudsmen from various Russian regions, heads of social development departments, Russian lawmakers, executive authority employees, and individuals serving in occupation administrations in temporarily occupied Ukrainian territories.

Ukraine is also investigating Belarus's potential role in the forced deportation of children. According to the prosecutor's office, occupiers have forcibly removed over 19,000 children from the occupied regions of Donetsk, Luhansk, Zaporizhzhia, Kherson, and Kharkiv, including to Belarus. These actions have raised serious concerns and demand an international response.

The EU sanctions expansion is part of broader international efforts to condemn actions related to the deportation of Ukrainian children and to facilitate their return home.
