EU Approves €90 Billion Aid Package for Ukraine, First Payment Expected in Early April

The European Union has approved a €90 billion loan package for Ukraine, covering the 2026-2027 period. The first tranche of this financial support is anticipated in early April. This legislative package, which includes both budgetary and military aid, was formally adopted by the European Commission. This substantial commitment comes as Ukraine continues to defend its sovereignty and rebuild its economy amidst ongoing conflict.

Details of the Financial Package

The funds will be disbursed through an enhanced cooperation mechanism involving 24 of the EU's 27 member states. The total sum is divided into two key areas:

  • €30 billion is allocated for budgetary support;
  • €60 billion is designated for Ukraine's military needs.

The European Council formally decided to provide this loan on December 18-19. The legislative framework consists of three parts: proposals for a new Ukraine loan, amendments to the Ukraine Facility regulation, and adjustments to the EU's multiannual financial framework. The EU will raise the funds on capital markets, with the costs covered by the EU budget reserves under the enhanced cooperation scheme.
