Ukraine Receives €2.9 Billion from EU for Reforms as Government Secures $7 Billion for Defense

EU Delivers Financial Aid to Ukraine Following Reform Milestones

In response to Ukraine achieving 10 reform benchmarks during the first two quarters of 2026, the European Union has transferred €2.9 billion through the Ukraine Facility program. These funds are aimed at bolstering the country’s fiscal stability and supporting critical budgetary needs, enabling Ukraine to allocate more resources toward defense. Notably, three of the reform targets were met ahead of schedule, covering sectors such as:

  • banking
  • energy
  • agriculture
  • transportation

Meanwhile, the Ukrainian Cabinet of Ministers has identified $7 billion for defense spending by optimizing, economizing, and reallocating state budget funds. This financial maneuver ensures full and timely payments to military personnel and families of fallen soldiers without delays.

The EU has called for Kyiv’s budget to be revised to include at least 1 billion hryvnias dedicated to air defense and military needs.

“The funds received are crucial for the country’s financial stability and the fulfillment of key budget obligations. They also allow us to direct a larger share of our own resources towards defense,” stated Serhiy Koretskyi.

Ukraine’s demand for foreign financial support remains substantial. The government is accelerating decision-making processes and collaborating with the Verkhovna Rada to pass necessary legislation.

“Ukraine’s need for external funding remains high. The government is working swiftly to adopt the required measures and is engaging with the parliament on relevant bills,” Koretskyi added.

The government’s budgetary reforms not only guarantee prompt military payments but also strengthen national defense capabilities.
