The International Monetary Fund (IMF) estimates that the total deficit could reach $54 billion by 2029. The largest funding gap is projected for 2027, with a need ranging between $30 billion and $35 billion. By 2028, this requirement is expected to decrease to around $17 billion, falling further to approximately $2 billion in 2029.

In response to Ukraine’s financial needs, the European Union has approved a substantial credit support package worth €90 billion. The EU is also urging global partners to contribute an extra €30 billion over this year and next. Discussions are underway about potentially tapping into roughly €210 billion in frozen assets belonging to Russia’s Central Bank held within Europe.
