Limiting Access to Temporary Protection for Ukrainian Men
At a meeting in Luxembourg, interior and justice ministers from EU member states endorsed a proposal to curb temporary protection eligibility for Ukrainian men who are of military age. However, this decision is not yet final—the European Commission must first submit a formal proposal, which then requires approval from member countries. Supporters of the restrictions include Austria, Sweden, Poland, Finland, and Germany.
The proposed limitations would apply only to new applicants. Sweden's Migration Minister, Johan Forssell, stated:
“It is important for us to provide protection to Ukrainians, but at the same time, the war must be won. To achieve that, more men need to stay in Ukraine and fight.”
Austria, in particular, has suggested revoking automatic temporary protection for men aged 23 to 60.
EU Temporary Protection Directive
The EU’s Temporary Protection Directive was activated following Russia’s full-scale invasion in 2022. It has already been extended three times and currently remains in effect until March 2027. As of March 2026, 4.33 million Ukrainians are benefiting from temporary protection across EU countries. Germany hosts the largest share—roughly 29% of the EU-wide total—followed by Poland and the Czech Republic.
Among all recipients of temporary protection:
- 43.3% are women,
- 30.1% are children,
- 26.6% are men.
The EU Council has already extended temporary protection for Ukrainian refugees, with the current scheme valid until March 2027. Consequently, the European Commission’s next moves—whether to amend or renew this framework—will be pivotal for Ukrainian refugees in the EU.
