Debate Over EU Temporary Protection Program Heats Up

According to ХВИЛЯ: European Union member states are exploring the possibility of barring Ukrainian men eligible for military service from the renewal of the Temporary Protection Directive, which remains in effect until March 2027. This development was reported by Euractiv, citing an internal EU Council document. The Temporary Protection Directive (TPD) was established to assist those fleeing the Russian invasion, and over four million people have benefited from it so far.

Discussions on the future of the TPD have sparked a proposal to narrow its scope, specifically by excluding men of conscription age or individuals who entered the EU illegally. Any such restrictions would only apply to new applicants. Several governments have raised concerns about the growing number of new arrivals being draft-age men. Meanwhile, a number of countries are advocating for rule changes that would align with Ukraine's national interests.

Temporary Protection Statistics

As of March 2026, 4.33 million Ukrainians held temporary protection status across the EU. The top host countries were:

  • Germany – 1.27 million
  • Poland – 961,405
  • Czech Republic – 379,820

Among those receiving temporary protection, 43.3% are women, 30.1% are children, and 26.6% are adult men. The fate of the program will be discussed by migration ministers at the Justice and Home Affairs Council, while any extension or amendment must be proposed by the European Commission.

The ongoing debate about potential changes to the temporary protection program underscores the difficult situation facing Ukrainians who fled the conflict. Notably, despite concerns in some countries, there is also support from other states for continued assistance to Ukraine.
