Legislative package of the European Commission for Ukraine
The European Commission has adopted a legislative package to provide Ukraine with a loan of 90 billion euros for financial and military support in 2026-2027. This decision was made on December 18-19 and includes funding that will largely cover the country's needs amid an ongoing crisis.
According to the adopted package, 30 billion euros will be allocated for budget support, while 60 billion euros are designated for military needs. The implementation of this legislative package has been agreed upon by 24 of the 27 member states of the European Union, which indicates significant support for the initiative from European partners.
Components of the legislative package
The legislative package consists of three parts:
- proposal for a new loan;
- amendments to the Ukraine Facility regulation;
- adjustment of the EU Multiannual Financial Framework.

This legislative package is an important component of financial support for Ukraine in the context of the current military and economic situation resulting from the conflict with Russia. It is important that a larger portion of the funding will be directed towards military needs, indicating the priority of Ukraine's security and defense for the European Union. Support from 24 member states also underscores the unity and solidarity of the EU on issues related to the crisis in Ukraine.
