EU Commits €145 Million in New Aid for Ukraine's Humanitarian and Energy Needs

Additional Humanitarian Aid for Ukraine

The European Commission has announced a new humanitarian aid package totaling €153 million, with €145 million allocated directly for Ukraine. This funding is part of the EU's ongoing efforts to provide essential support, including:

  • Protection services
  • Shelter
  • Food supplies
  • Cash assistance
  • Psychosocial support
  • Access to water and healthcare

This week, 447 electricity generators valued at €3.7 million arrived in Ukraine. These units are critical for restoring power to hospitals, shelters, and other vital services. An additional 500 generators are currently being deployed. All generators are supplied from the EU's strategic rescEU reserves to maintain the operation of essential infrastructure.

EU Support for Ukraine

The European Union has been providing humanitarian aid to Ukraine since the onset of Russian aggression in 2014. Following the full-scale invasion in February 2022, the European Commission has allocated over €1.4 billion for humanitarian programs in Ukraine and Moldova. As part of the 2025-2026 winter preparedness campaign, the largest-ever volume of energy assistance has been mobilized through the EU Civil Protection Mechanism (UCPM).

Since 2022, the coordination effort has delivered millions of energy-related items to Ukraine, including:

  • 10,339 electricity generators
  • 7,201 transformers
  • 6 autotransformers
  • Thousands of electrical components
  • Millions of energy-efficient LED lighting units

The energy assistance channeled through the Mechanism will provide electricity for over 9 million people in Ukraine. Since the full-scale invasion began, at least €3 billion has been committed to Ukraine's energy security. This sustained support is crucial as Russia continues to target civilian energy infrastructure.

Overall EU support for Ukraine since 2022 amounts to €193.3 billion. Beyond humanitarian aid, the EU is also ensuring maximum electricity export capacity to Ukraine. The priority of this assistance is the survival of people in frontline and most-affected regions. EU-funded humanitarian aid is delivered in partnership with UN agencies, international organizations, and NGOs.

This new aid package underscores the European Union's enduring commitment to supporting Ukraine, particularly given the severe humanitarian situation caused by the war.

With winter approaching, securing electricity and other essential resources is critically important for the population, especially in heavily affected areas. Furthermore, the EU's focus on energy security demonstrates a strategic commitment to helping Ukraine withstand the consequences of Russian aggression.
