The EU allocates 90 billion euros to Ukraine: what the funds will be used for starting in 2026

Financial support for Ukraine from the European Commission

The European Commission has adopted a package of legislative proposals for financial support to Ukraine for the years 2026-2027 amounting to 90 billion euros. This sum includes 60 billion euros for military assistance and 30 billion euros for general budget support. The funding will be provided through joint EU borrowing on capital markets, allowing Ukraine to secure the necessary funds for recovery and development.

According to the decision, the EU has the right to use frozen Russian assets to repay the loan. This resolution is adopted under the enhanced cooperation mechanism, and the legislative proposals have already been submitted to the European Parliament and the Council of the EU. Financial support for Ukraine is set to begin in the second quarter of 2026, which is a significant step in restoring the country’s economy.

Conditions for financial assistance

The financial support package also includes mechanisms of conditionality related to the rule of law and the fight against corruption. Since the onset of Russian aggression, the EU and its member states have provided Ukraine with a total of 193.3 billion euros in support, of which 3.7 billion euros comes from the income of frozen Russian assets. According to estimates from the International Monetary Fund, the new package covers two-thirds of Ukraine's total financial needs for the next two years.

This financial support package is a crucial milestone in the European Union's efforts to stabilize Ukraine amid the ongoing war. The support, particularly in the military sector, underscores the seriousness of the EU's intentions in countering aggression and also highlights the importance of the rule of law and combating corruption in receiving financial assistance. This may contribute not only to the recovery of Ukraine's economy but also to strengthening its institutional framework on the path to European integration.
