Launch of the Sixth EU Accession Negotiation Cluster

Ukraine’s path to European Union membership has reached another milestone. The Committee of Permanent Representatives (Coreper) of EU member states has approved the opening of the sixth negotiation cluster, titled “External Relations.” The final decision will be made during the Intergovernmental Conference scheduled for July 14. This step marks significant progress in Ukraine’s integration process, which began when the country was granted EU candidate status in June 2022.

Why the “External Relations” Cluster Matters

In today’s global security landscape, the “External Relations” cluster carries particular weight. It covers key areas such as:

  • common security and defense policy;
  • trade;
  • humanitarian aid;
  • development cooperation.

These components bring Ukraine closer to aligning with the EU’s Common Foreign and Security Policy. Ukrainian representative Taras Kachka commented:

“Today’s Coreper decision to approve the opening of Cluster 6 ‘External Relations’ is another important step in our accession negotiations. I am grateful to all partners for advancing the enlargement agenda.” – Taras Kachka

On June 15, all EU member states unanimously supported opening the first negotiation cluster, “Fundamentals,” for both Ukraine and Moldova. Kyiv had hoped to unlock the remaining five clusters by mid-July. However, on June 23, Hungary delayed the opening of new clusters for Ukraine and Moldova. Hungarian Prime Minister Péter Magyar explained that simultaneously opening all clusters could send the wrong signal to Western Balkan countries.

Kachka added: “We now look forward to the formal decision at the Intergovernmental Conference on July 14.” This decision is expected to serve as a pivotal moment in Ukraine’s continued progress toward European integration.

The opening of the sixth cluster underscores Ukraine’s steady advancement in EU integration, despite the political hurdles it faces. The areas covered by the “External Relations” cluster are critical for ensuring regional stability and security, especially amid current threats. Support from EU member states—including military and humanitarian assistance—can play a decisive role in strengthening Ukraine’s position on the global stage.
