Announcing a New Justice Framework

The President of the European Court of Human Rights, Matthias Guyomar, has announced that the international community is establishing a comprehensive justice system to hold Russia accountable for its actions. This initiative represents a coordinated international response to the ongoing conflict. The framework will consist of four key components:

  • The European Court of Human Rights
  • A Special Tribunal
  • A Damage Registry
  • A Compensation Commission

Its overarching goal is to create mechanisms for documenting damages, establishing state liability, and ensuring criminal accountability for specific officials.

Mechanisms of Accountability

Within this system, the European Court of Human Rights will address violations committed by the state, while the Special Tribunal will focus on prosecuting individuals for the crime of aggression. On the initiative of the Council of Europe, work has already begun to establish the Damage Registry and the Compensation Commission, which will lay the groundwork for future reparations.

Matthias Guyomar emphasized that Russia's actions were aimed at eliminating Ukrainian statehood. He believes this message carries hope and that his Court has conveyed it to the entire European community. He also noted that the Court's authority must be preserved to continue its vital work and deliver crucial rulings.

Under the auspices of the Council of Europe, this justice framework will ensure:

  • Documentation of damages via the Registry and Commission to support future reparations
  • State accountability through rulings by the ECHR
  • Criminal prosecution of the Kremlin's leadership for the crime of aggression via the Special Tribunal

These initiatives are designed to create effective mechanisms for delivering justice and securing compensation for the inflicted damages.
