The European Commission proposed 90 billion euros to Ukraine: conditions of the 'reparations loan'

Financial support for Ukraine from the European Commission

The European Commission has proposed to allocate 90 billion euros of budget support to Ukraine during 2026-2027 as part of the 'reparations loan'. This initiative is aimed at supporting the defense and economy of Ukraine, as stated by European Commission President Ursula von der Leyen, who believes this model is the most effective way of assistance.

It has been noted that funding may be provided in the form of macro-financial assistance or under the Ukraine Facility program. However, to receive these funds, Ukraine must continue reforms in the areas of the rule of law and anti-corruption. The loan will only be repaid if reparations are received from Russia.

Approval and conditions of financial assistance

The European Commission's proposal will be subject to approval by the European Council. On December 3, the European Commission revealed two possible solutions for Ukraine's financial needs. Meanwhile, the loan plan was reduced from 186 billion dollars to approximately 105 billion dollars. At the same time, over 100 billion euros of Russian assets in the EU will remain untouched, which will also affect the financial situation.

A meeting with the European Parliament's Budget Committee and DG ECFIN Director Maarten Verwey was important for discussing these issues and clarifying the conditions under which assistance would be provided to Ukraine.

The European Commission's proposal for financial support to Ukraine in the form of a 'reparations loan' aims not only to stabilize the country's economy but also to emphasize the importance of continuing reforms that are critically necessary for European integration. Successful implementation of the conditions related to the rule of law and anti-corruption may become a guarantee of further financial support from the EU.

This initiative also reflects the European Union's commitment to supporting Ukraine amid ongoing conflict and instability in the region.
