The FIE’s Decision and Its Fallout

The International Fencing Federation (FIE) has lifted sanctions on senior national teams from Russia and Belarus, allowing them to compete under their own flag and anthem at international events. This move comes after Russian and Belarusian fencers were barred from international team competitions in March 2022, following Russia’s full-scale invasion of Ukraine. In April 2023, these athletes were reinstated in a neutral capacity, and by May 2025, sanctions on junior teams from both countries were fully removed. The FIE’s decision aligns with principles outlined in the Olympic Charter, and in early May 2026, the International Olympic Committee also recommended lifting sanctions on Belarusian athletes.

The first tournament where Russian fencers can shed their neutral status will be the 2026 World Championships, scheduled for July in Hong Kong. This policy shift has sparked significant debate within the global sports community.

Kharlan’s Response

Ukrainian fencer Olga Kharlan has strongly criticized the FIE’s decision. She pointed out that on June 2—the day of another brutal Russian attack on Ukraine—the FIE chose to reinstate Russian and Belarusian athletes under their national flags, anthems, and symbols.

“What makes this decision particularly cynical is the date—June 2. On that day, Ukrainians were once again being killed by Russian missiles.” – Olga Kharlan

Kharlan also addressed the moral implications of the ruling: “The FIE’s decision sends a message that you can continue a war, destroy cities, take lives, and still return to the international sports community as if nothing happened.” She stressed that sports cannot be separated from politics because it is a matter of moral choice: “It’s about whose lives and whose pain the world is willing to ignore.”

Expressing deep disappointment, Kharlan stated: “It’s hard for me to accept this. While Ukraine continues to bury its people, the sports world chooses to forget rather than fight for justice. Today, I feel not only anger. I feel profound disappointment. But we will keep speaking the truth. Even when others decide to look away.”

The International Fencing Federation’s decision to lift sanctions on Russia and Belarus has resonated widely among Ukrainian athletes and activists, who argue that sports should not be detached from politics, especially during wartime. Kharlan’s remarks highlight the deep moral and ethical dilemmas facing the international sports community amid the ongoing conflict in Ukraine. This FIE ruling may also fuel further debates about fairness and ethics on the global athletic stage.

The reinstatement of Russian and Belarusian athletes in international competitions raises important questions about the future of sports governance and ethical considerations in the wake of ongoing conflicts.
