Finland Turns to Ukraine for Lessons in Wartime Infrastructure Resilience

Delegation from NESA Holds Talks in Kyiv

A meeting took place at the Ministry of Development with a delegation from the National Emergency Supply Agency of Finland (NESA). Participants from both the public and private sectors gathered to examine Ukraine’s approach to maintaining critical infrastructure during full-scale war and rebuilding communities under constant threat.

The Finnish delegation also traveled to the Kyiv region to see reconstruction efforts firsthand in Borodianka. Notable projects included:

  • modern water treatment facilities,
  • a newly built shelter,
  • and an innovative AI-cube space.

In return, Ukrainian officials gained insights into Finnish expertise in water resource management and purification technologies.

Artem Rybchenko highlighted the significance of such exchanges, stating: 'Today, Ukraine is not just rebuilding damaged infrastructure—it is shaping a new model for community resilience. We are deploying solutions that keep critical systems running even amid relentless attacks.'

International Cooperation in Recovery

The dialogue between Ukrainian and Finnish representatives underscores the value of international collaboration in post-conflict infrastructure recovery and resilience building. Sharing knowledge across borders can accelerate the adoption of cutting-edge technologies and strategies, enabling Ukraine to adapt its infrastructure to emerging threats. These efforts not only aid immediate reconstruction but also lay the groundwork for long-term community development.
