The Cabinet of Ministers of Ukraine has extended the deadline for physical identification for recipients of certain types of state social assistance until November 1, 2025. This was reported by the Pension Fund of Ukraine.
The respective decision was made by resolution No. 1219 dated October 1, 2025, 'On Amendments to Certain Resolutions of the Cabinet of Ministers of Ukraine Regarding the Payment of Certain Types of State Assistance'.
Who is affected by the physical identification for social support
This decision concerns citizens who were registered with social protection authorities in temporarily occupied territories or in areas of active combat before the full-scale invasion. It refers to those who have not submitted applications for the extension of payments in safer regions after February 24, 2022.
Recipients of such types of state assistance must undergo physical identification:

persons without a pension entitlement;

people with disabilities;

persons with childhood disabilities;
-
children with disabilities.
The extension of the deadline is explained by the necessity to consider the real living conditions of citizens who, due to the war, are unable to personally contact social protection authorities. The resolution allows these categories of the population to continuously receive state support until they have the opportunity to undergo identification in person.
Why physical identification is needed
Physical identification is needed to confirm the identity of the recipient and to prevent instances of improper use of funds. It is usually conducted in banks or authorized social protection offices at the place of actual residence.
The government also reminded that payments will not be stopped until November 1, 2025, even if recipients have not yet undergone identification. However, after this date, without identity confirmation, funds may be temporarily blocked.
