Getmantsev Counters Razumkov's Tax Criticism with Army Donation Figures

Clash Between Danilo Getmantsev and Dmytro Razumkov

A dispute has erupted between Danilo Getmantsev, head of the parliamentary committee on finance, tax, and customs policy, and MP Dmytro Razumkov over a proposed digital platforms tax bill. Getmantsev argued the legislation would generate 14 billion hryvnias for the state budget. Speaking in the Verkhovna Rada on April 8, Razumkov expressed his disapproval, stating,

"Colleagues, you are once again trying to plug the holes in a budget you yourselves created last year, at the expense of the people."

Getmantsev's Retort and the Law's Passage

In response to the criticism, Getmantsev accused Razumkov of lobbying and highlighted his personal financial support for the military. He noted he had transferred 133,120 hryvnias to an army unit for March.

"While ex-speaker Razumkov from Servant of the People, who rightfully lost his post and party membership for conspiring with oligarchs but for some reason clung to and refused to give up his mandate, is polluting the air in the Verkhovna Rada hall with his tedious whining, I am once again reporting the transfer of the increased deputy payments to the army,"
Getmantsev remarked.

The Verkhovna Rada adopted in principle draft law No. 15111-d, one of the initiators of which was Danilo Getmantsev. This political friction highlights ongoing tensions in Ukraine between raising wartime revenue and managing public perception of fairness. Razumkov, for his part, stressed that ministers would 'survive' funding cuts, pointing out that last year ministers' salaries were increased and a billion hryvnias was allocated to create new groups within ministries. Getmantsev fired back:

"By the way, the sum that (undoubtedly with disgust) deputy MFO 'Dima' will receive for January-April 2026, and which he so eloquently disagreed with receiving, already amounts to 8.4 million hryvnias. Now the tribune is silent about this, as if he's stuffed his hamster cheeks with water."

The conflict between the politicians points to deeper disagreements over approaches to tax policy and the funding of state structures in Ukraine. The digital platforms tax bill represents an attempt to find new revenue streams for the state budget, a particularly pressing need given the country's severe financial challenges during the war. Meanwhile, Razumkov's criticism underscores the importance of social equity within the tax system, creating additional strain in the political environment.
