New IMF Program: Ukraine to Receive $136.5 Billion and Military Risk Insurance

The head of the NBU Andriy Pyshnyy and his first deputy Sergiy Nikolaychuk met on Monday with a delegation from the World Bank led by Antonella Bassani, Vice President for Europe and Central Asia. They discussed the results of the IMF mission in Ukraine, which took place from November 17 to 21.



As a result of the discussions, they agreed at the staff level on a new cooperation program with the IMF. The program must be approved by the IMF Executive Directors Board after the implementation of preliminary measures, including the adoption of the budget for 2026 by parliament.



'The Ukrainian side understands the importance of implementing all measures,' emphasized the head of the NBU.


Plans for Financing and Cooperation with the IMF


The IMF has identified the need for external financing for 2026-2029 in the amount of $136.5 billion. Ukraine hopes for reparations loans as the main source to cover these needs. The head of the NBU has appealed to the World Bank delegation and asked them to support this instrument.



The new IMF program includes measures for the development of infrastructure, capital markets, and the launch of a long-term military risk insurance model in Ukraine. The NBU intends to develop the concept of this model and hopes for expert support from the World Bank.



'We need not just a short-term insurance model that will soon be operational due to government decisions, but also a long-term one, as we cannot change geography,' explained Andriy Pyshnyy.


Market Advancement and Corporate Governance


Andriy Pyshnyy also invited the World Bank delegation to join in the development of the virtual assets market and mortgage lending in Ukraine. Next year, strengthening corporate governance is planned for both the banking and insurance sectors.



The head of the NBU thanked the delegation for the International Finance Corporation's plans to invest in Ukraine's insurance market, noting the positive changes over the past five years.



The National Bank of Ukraine continues active dialogues and takes steps to cooperate with the IMF and other international partners to improve the economic situation in the country and attract the necessary resources for further development.
