Russia's Core Demands for Security Guarantees from Ukraine

According to analysts at the Institute for the Study of War (ISW), the main barrier to achieving peace is Russia's refusal to offer Ukraine any security guarantees. The Kremlin's report outlines a series of demands that would require significant Ukrainian concessions. These demands are widely seen as non-starters for Kyiv and its Western allies, effectively stalling any meaningful negotiations.

Key Russian Demands

The primary conditions set by Russia include:

  • A full withdrawal of Ukrainian Armed Forces from Luhansk, Donetsk, Zaporizhzhia, and Kherson oblasts;
  • Kyiv's formal renunciation of NATO membership aspirations;
  • The 'demilitarization' and 'denazification' of Ukraine;
  • Recognition of Russia's annexation of Ukrainian territories;
  • The complete lifting of all Western sanctions.

Furthermore, Russia insists that Ukrainian troops must withdraw even before a ceasefire begins.

The ISW report suggests the Kremlin is attempting to obscure the fact that its own unwillingness to compromise is the fundamental obstacle to peace. Moscow falsely claims that Ukraine's reluctance to make territorial concessions without security guarantees is the sole impediment. The analysis also notes that the Kremlin is trying to balance projecting strength to its domestic audience and allies with engaging the US in talks just enough to avoid increased pressure from Washington, all while continuing to pursue its military and political objectives.

This stance highlights the profound difficulty of diplomatic negotiations, as Moscow's terms appear unacceptable to Ukraine. Russia's refusal to offer concessions indicates an intent to continue its military aggression, complicating any potential pathways to peace. In this context, the role of international partners in monitoring the situation and supporting Ukraine's sovereignty and security remains critically important.
