Military Medical Commission Head in Dnipropetrovsk Region Caught in Bribery Scheme, Over $300,000 Seized

Голова Військово-медичної комісії Дніпропетровщини затриманий за корупційні дії, виявлено понад 300 000 доларів.

Corruption Uncovered in Military Medical Commission

Valentyna Onysymivna Kurysh, the head of a Military Medical Commission (MMC) in Ukraine's Dnipropetrovsk region, has been exposed for orchestrating a scheme to provide military-age men with fraudulent medical exemptions from service. During searches, authorities seized over $307,000 from her and an additional $90,000 from an intermediary. More than 20 instances of illicit benefit have been documented. Military Medical Commissions are responsible for assessing fitness for duty, making this a critical breach of trust during wartime.

Kurysh leads the MMC at Primary Healthcare Center No. 3 in Kamianske. According to the Prosecutor General's Office, these falsified medical 'conclusions' effectively allowed individuals to evade their constitutional duty to serve under martial law.

The Broader Mobilization Context in Ukraine

The situation in Ukraine remains challenging. Notably, 2 million Ukrainians are currently being sought by territorial recruitment and social support centers (TCC and SP). It has also been recorded that 200,000 individuals have left military units without authorization.

  • In 2025, 1,424 individuals of mobilization age were detained attempting to illegally cross the border with Belarus.
  • In 2024, 326 individuals of mobilization age were detained.
  • In 2023, 4 individuals were detained.

This case highlights the persistent issue of corruption within the military accounting and mobilization system, a problem requiring urgent resolution during the ongoing war.

The exposure of the Military Medical Commission head reveals serious systemic flaws that could undermine Ukraine's mobilization efforts during the war.

Corruption schemes that facilitate draft evasion not only threaten national defense capabilities but also erode public trust in state institutions. The urgency of combating such offenses underscores the need for reforms in the military sphere to ensure fairness and accountability in how citizens fulfill their constitutional duties.
