Enterprises Within Russia's 'Helicopters of Russia' Holding

Ukraine's Defence Intelligence (GUR) has published a list of companies belonging to the Russian state holding 'Helicopters of Russia' that continue to supply the Russian army with equipment while evading international sanctions. The list comprises 34 enterprises under the state corporation 'Rostec' and 14 manufacturing and service centers. These facilities are actively involved in developing, manufacturing, repairing, and servicing Russian helicopters, including models like the Ka-52 'Alligator' attack helicopter and Mi-8 transport helicopter, which were deployed in the assault on Hostomel Airport.

Key Enterprises Operating Without Sanctions

The list of entities not currently subject to sanctions includes, among others:

  • JSC 'VR-Service', which handles helicopter maintenance and repair;
  • LLC 'VR Foundry Production', which supplies specialized castings for aircraft components to factories;
  • The Ulan-Ude Blade Plant, which manufactures rotor blades for 'Mi' and 'Ka' series helicopters.

This disclosure comes four years after Russian Ka-52 and Mi-8 helicopters spearheaded the attack on Hostomel Airport at the war's outset. In response, Ukraine's Security Service (SBU) conducted long-range drone strikes on five Russian military airfields last year. The SBU's 'Alpha' unit reportedly inflicted damages on the enemy exceeding $1 billion. The GUR emphasizes that comprehensive sanctions against Russia and sustained aid to Ukraine represent the best chance for democratic nations to prevent the war's spread across Europe and to other regions. The ongoing conflict underscores the critical need to disrupt Russia's military-industrial supply chains.

Publishing this list of companies that sustain Russia's warfighting capacity highlights the crucial role of international sanctions in constraining the aggressor's resources. Amid the continuing conflict, Ukraine must persist in actively identifying and neutralizing such enterprises to degrade Russia's ability to conduct military operations.

This also underscores the importance of sustained international support and pressure on countries that have yet to impose sanctions on these specific entities.
