Kharkiv's Lopan River Embankment Set for Major Overhaul
Kharkiv's city administration has announced a major reconstruction project for the Lopan River embankment, allocating over 100 million hryvnias (approximately $2.5 million) through the Prozorro public procurement system. The total project cost is set at 255 million hryvnias, with a completion deadline by the end of 2027. This initiative is part of the city's broader efforts to improve urban infrastructure and quality of life for residents, who endure daily threats from guided aerial bombs and missile attacks. This project represents a significant act of resilience and forward planning in a city under constant threat.
Key Phases of the Reconstruction Project
The renovation will encompass not only the Lopan embankment but also Lopanskyi Lane. The planned scope of work includes:
- Resurfacing the roadway and creating a dedicated pedestrian zone;
- Installing tactile paving and bollards for safety;
- Reconstructing reinforced concrete structures;
- Implementing a water level reduction system;
- Raising manhole covers to the required grade and replacing hatches;
- Installing a new storm sewer network with modern drainage inlets;
- Relocating communication and power supply lines;
- Overhauling the exterior lighting grid with new poles and fixtures;
- Establishing a comprehensive video surveillance network.
Only one bidder, the limited liability company 'Scientific and Production Firm 'Energy Saving Technologies',' has submitted a proposal for the embankment tender. The process to select the winning contractor is currently underway.
Kharkiv Mayor Ihor Terekhov emphasized the importance of such projects for supporting the populace, stating: 'We do not want to become scorched earth. For us today, to keep people here, we need to provide them with better services. To ensure they have a good mood, positive emotions, that there is lighting, that their homes are warm. So they do not leave frontline cities and communities. We must not give up and say: that's it, all is lost, everything is bad, nothing is good. We must act.'
The reconstruction of the Lopan embankment is a crucial step in rehabilitating the city's war-damaged infrastructure. It aims not only to enhance the area's aesthetics but also to improve safety and comfort for residents. Given the project's long timeline, it is vital for local authorities to continue actively supporting the population and creating favorable living conditions. This project could serve as a model for other Ukrainian cities that have suffered similar destruction.
