Shift in Momentum: Ukraine Takes the Lead in the War Against Russia

Retired U.S. Army Europe Commander General Ben Hodges asserts that Ukraine has seized the initiative in its conflict with Russia. He points to a critical tipping point: Russian casualties now outpace Moscow's ability to recruit new soldiers for the first time. This signals deep-seated problems within Russia's armed forces, which have struggled to make any territorial gains in Ukraine for months. Hodges highlighted Ukraine's successful strikes on Russian oil refineries using precision long-range weapons capable of hitting targets over 1,000 kilometers away. For context, this assessment comes amid a broader debate in Western capitals about the pace and scale of military aid to Kyiv.

The general also noted that the United States has not provided Ukraine with advanced air defense systems, a significant vulnerability for Ukrainian forces. Nevertheless, Hodges declared that

“the initiative has shifted to Ukraine’s side”
and that
“the Russians simply cannot defeat Ukraine.”
He observed that Ukrainian forces have reduced troop numbers along the front lines while deploying drones on a massive scale, preserving their battlefield mobility and adaptability.

Europe’s Strategic Calculus and Ukraine’s Role

Hodges further remarked that Europe is beginning to act in its own strategic interests, noting that

“they need Ukraine even more than Ukraine needs them.”
He pointed out that the political defeat of Hungarian Prime Minister Viktor Orbán removed a key obstacle to the European Union’s aid package. According to the general,
“the best way to prevent Russia from invading the rest of Europe is to help Ukraine defeat Russia.”

In Hodges’ view, victory for Ukraine means a full restoration of its sovereignty, not merely the recovery of occupied territories. He stressed that

“it is the job of Ukraine’s leadership to keep people from giving up, even though the United States has essentially abandoned them.”
The general also warned of the risks if Ukraine were to fall, potentially bringing Russian forces to the borders of Europe.

Regarding the current situation, Hodges stated:

“This is not charity for Ukraine. This is for the good of Europeans themselves.”
He also noted that 20% of Ukraine’s territory remains under Russian control, underscoring the ongoing struggle for sovereignty.
“The initiative could shift again,”
he added, highlighting the fluid nature of the conflict.

Thanks to new technologies and strategies, Ukrainian forces continue to fight for their independence, even as international support grows increasingly critical to their success.

General Hodges’ remarks underscore the military and strategic transformations now unfolding on the front lines. Ukraine’s newfound initiative may signal a shift in the conflict’s power balance, with ripple effects for international relations and resource distribution among partner nations. The role of the U.S. and Europe in supporting Ukraine remains vital, as regional stability is directly tied to Europe’s own security.

As the situation unfolds, it is essential to understand the broader implications of Ukraine's newfound momentum on the battlefield. Insights from the strategic shift in military dynamics reveal how this change not only affects Ukraine's defense but also reshapes Europe's approach to security and cooperation in the region.
