Investments in government bonds jumped by 43%: Ukrainians invested a record 570 billion hryvnias

Growth of investments in government bonds in 2025

In 2025, investments by Ukrainians in domestic government bonds (OVDP) increased by 42.6%, attracting about 570 billion hryvnias. During this period, 184 auctions were held, during which bonds were successfully placed.

The portfolio of OVDP owned by individuals rose from 78.5 billion hryvnias to 111.9 billion hryvnias, indicating a growing interest in government securities among the population. The share of individuals in the total OVDP portfolio increased from 4.2% to 5.7%. Business investments also showed positive dynamics, increasing from 178.2 billion hryvnias to 212.3 billion hryvnias. The share of businesses in the total OVDP portfolio rose from 9.6% to 10.8%.

Stability of public finances

The level of refinancing of the domestic state debt in 2025 was 118%, which is evidence of the stability of public finances. In the hryvnia segment, the refinancing rate reached 131%. It is important to note that since the beginning of the full-scale invasion, about 2 trillion hryvnias have been attracted through domestic government borrowing. Auctions for the placement of OVDP take place every Tuesday, and the nominal value of one bond is 1,000 hryvnias, 1,000 US dollars, or 1,000 euros.

The growth of investments in OVDP reflects not only the growing interest of the population and businesses in government securities but also the stability of Ukraine's financial system amid the challenges faced by the country. These data indicate the activation of the domestic borrowing market and trust in public finances, which is an important factor for the country's economic development.

The positive dynamics of debt refinancing also indicates successful government policy regarding public finance management in difficult times.
