Current State of Ukraine’s Investment Landscape

At the 6th International Sustainable Development Forum in 2026, Pervin Dadashova, Director of the Financial Stability Department at the National Bank of Ukraine (NBU), highlighted that Ukraine’s investment climate continues to demonstrate resilience and steady growth despite ongoing security challenges. She pointed out a rising interest from foreign investors in Ukraine’s financial market, fueled in part by the anticipated privatization of state-owned banks, which has attracted considerable attention from international stakeholders.

Economic Adaptation and Business Support Measures

Dadashova emphasized that Ukraine’s economy is effectively adjusting and undergoing structural transformation under extreme security pressures. Investment activity among Ukrainian businesses is on the rise amid relative stabilization, with uninterrupted funding flowing into energy and military technology sectors. Business lending is also expanding rapidly, notably with an increase in long-term loans exceeding three years.

Credit growth is particularly strong in several key areas, including:

  • agriculture
  • trade
  • processing industries
  • machinery manufacturing

Importantly, banks are actively extending financing to enterprises located in frontline regions.

To mitigate high-risk conditions, the NBU has introduced multiple support measures for businesses. For instance, financing companies with heavy debt burdens is now contingent on debt and business restructuring. Additionally, to improve market conditions, the NBU has implemented a stimulus-driven currency liberalization policy and is actively involved in developing capital market infrastructure. In response to intensified attacks on infrastructure and logistics, three regulatory packages have been launched to further aid businesses.

“Ukraine’s current investment climate represents a blend of resilience and progress despite the challenging environment,” said Pervin Dadashova.

She also noted, “The National Bank is proactively focusing on market development and infrastructure readiness to both support the economy under high-risk conditions and accommodate a significant influx of foreign capital once security improves.”

Dadashova’s statements underscore Ukraine’s strategic economic adaptation amid security challenges. The NBU’s efforts to sustain the investment climate and boost lending in conflict-affected areas demonstrate its commitment to fostering a favorable environment for economic growth. The upcoming privatization of state banks is expected to serve as a key catalyst for attracting foreign investments, potentially enhancing the stability and expansion of Ukraine’s economy in the years ahead.

For international investors, understanding these dynamics provides valuable insight into Ukraine’s evolving market opportunities and the proactive measures being taken to secure economic resilience.

As the NBU continues to support the evolving investment landscape, it's crucial to explore the specific opportunities available for businesses in various regions.
