Expansion of the 'Basic Provision Level' Project
The Ministry of Defense of Ukraine has announced the expansion of the 'Basic Provision Level' project, which will take effect from August 2026. New elements are being added to the monthly supply of the Armed Forces of Ukraine, the National Guard, and the State Border Service of Ukraine: ground robotic complexes (GRCs) and heavy middle strike drones. This step will enhance the enemy's logistical lockdown and expand the range of assets that will be provided to Ukrainian units holding the defense line.
Second Stage of the Project
The second stage of the 'Basic Provision Level' project involves providing the units with a specified number of unmanned aerial vehicles (UAVs) based on the nature and intensity of combat operations. Deputy Minister of Defense of Ukraine Mykola Banik stated that:
“These are practically all types of GRCs and 'heavy' middle strikes that can deliver damage at operational depth.” - Mykola Banik
These assets will be provided to the defending units in a certain guaranteed quantity, taking into account the intensity of combat operations.
The 'Basic Provision Level' project started in June 2026, and from the very beginning of its implementation, the minimum needs for FPV drones, 'Mavics', bombers, cruise scouts, and light middle strikes were met. Under the program, the military receives UAVs that allow for more effective actions in the hottest directions, where units are provided with greater volumes.
The Defense Procurement Agency DOT has contracted over 22,000 GRCs for the Defense Forces for 2026, most of which are of Ukrainian production and have logistical purposes. More than 2,000 GRCs were contracted through the state weapons marketplace DOT-Chain Defence. Overall, in 2026, Ukrainian units received over 181,000 units of equipment through the 'eBali' system, which covered about 95% of drone units.
Defense Minister Mykhailo Fedorov emphasized the importance of implementing the project in close cooperation with the General Staff of the Armed Forces of Ukraine. This initiative is aimed at increasing the combat readiness and effectiveness of Ukrainian troops in the context of the current security situation.
The expansion of the 'Basic Provision Level' project reflects Ukraine's desire to strengthen its defense capabilities amid ongoing military aggression. The introduction of new technologies, such as ground robotic complexes and heavy drones, aims not only to enhance combat effectiveness but also to provide greater autonomy for units on the battlefield. This can also impact the strategic balance of power, as the modernization of the arsenals of Ukrainian troops occurs against the backdrop of constant threats from the enemy.
As the Ministry of Defense enhances its capabilities with new robotic systems, it's worth noting the significant impact these technologies have already made on the battlefield. Recently, Ukrainian robots achieved a remarkable milestone by completing over 16,600 missions in June alone, showcasing their effectiveness in various combat scenarios. This underscores the strategic importance of integrating advanced robotics into military operations.
