Amendments to the Internal Service Regulations of the Ukrainian Armed Forces
The Cabinet of Ministers of Ukraine has approved a draft law proposing changes to the Internal Service Regulations of the Ukrainian Armed Forces. Conflict of Interest Management

If a subordinate reports a conflict concerning an order from a higher-ranking commander, the immediate commander must escalate the issue to a senior officer for resolution. Service members are obligated to notify their direct commanders about any conflicts of interest no later than the next working day after becoming aware of them.
In cases where a service member holds a position without a direct supervisor, they must report the conflict to the National Agency on Corruption Prevention or another legally designated body. For conflicts arising within collective bodies, the service member should address the issue either with that body or the National Agency. Commanders are responsible for ensuring their subordinates comply with the rules for preventing and resolving conflicts of interest.
This draft law mandates that military personnel avoid any corrupt practices and take necessary steps to manage conflicts of interest in accordance with Ukraine's Law on Corruption Prevention. It also specifies which officials are subject to anti-corruption restrictions, covering areas such as:
- abuse of official position;
- acceptance of gifts;
- holding multiple jobs;
- working alongside close relatives.
Among those affected by these restrictions are the heads and members of military-medical and medico-social expert commissions. The legislation is designed to strengthen anti-corruption frameworks within the Armed Forces of Ukraine, promoting greater transparency and accountability in military service.
