Cabinet Approves Hybrid In-Person and Remote Learning During Extended Air Raid Alerts

Кабінет Міністрів затвердив новий формат навчання, що поєднує очну та дистанційну освіту під час тривалих повітряних тривог.

Government Introduces Flexible Education Model Amidst Prolonged Air Raid Alarms

The Cabinet of Ministers has authorized schools to combine traditional classroom instruction with remote learning during lengthy air raid alerts. This policy permits the use of specially equipped shelters for lessons and allows schools to adjust their schedules based on the evolving security situation. Prime Minister Serhiy Koretsky announced the decision, emphasizing its goal to maintain safe learning environments for students.

Guidelines for Implementing the New Learning Approach

Educational institutions now have the autonomy to select the most suitable teaching format, taking into account shelter capacity and safety measures. The Ministry of Education and Science will conduct monthly inspections to ensure compliance with these standards. Approved learning formats include:

  • In-person classes held either in classrooms or designated shelters;
  • A blend of face-to-face and online instruction.

If shelters cannot accommodate all students or support full in-person attendance, some subjects will be taught remotely.

Priority for on-site learning is given to key subjects such as:

  • Mathematics;
  • Natural sciences;
  • Language and literature;
  • Civics;
  • History.

Other courses may be delivered online as necessary. Schools must ensure schedule flexibility and provide parents with advance notice regarding the format and organization of classes.

Shelters designated for classroom use must meet strict standards for prolonged occupancy, including adequate study spaces, lighting, backup power supply, internet access, and proper sanitation.

A major advancement in securing education during crisis was the completion of four underground schools in Zaporizhzhia Oblast, offering a total of 1,700 seats. Two of these facilities are located in Zaporizhzhia city, with the others situated in surrounding communities. These new educational centers enable uninterrupted in-person learning despite frequent air raid alerts and shelling, marking a significant stride in protecting students and maintaining education continuity.

This Cabinet decree represents a vital adaptation of Ukraine's education system in response to ongoing security challenges posed by the armed conflict. By integrating face-to-face and remote instruction, the government aims to safeguard children's safety while preserving the quality and consistency of education. The establishment of fortified learning spaces in Zaporizhzhia highlights the state's commitment to sustaining education even under extreme conditions.

As schools adapt to the new flexible education model, the Ministry of Education is emphasizing the importance of developing multiple learning strategies to effectively respond to prolonged air raid alerts. This proactive approach ensures that institutions are prepared for various scenarios, enhancing the safety and continuity of education during crises.
