Revamping the State Labor Service of Ukraine

Ukraine’s Cabinet of Ministers has launched a comprehensive overhaul of the State Labor Service, aimed at eliminating redundant functions, strengthening social protections, and advancing digitalization. The first phase of this reform seeks to establish a transparent market for occupational safety services. President Volodymyr Zelenskyy has signed draft law No. 9219, which strips the State Labor Service of several of its current powers.

Under the new changes, the agency will gain expanded authority to support employment for people with disabilities. The Ministry of Economy, Environment, and Agriculture has already prepared a draft resolution to guide the restructuring. The next phase will focus on digitizing workplace safety within the Obriy system.

Deputy Prime Minister of Ukraine Yuliia Svyrydenko stated: 'Instead, the State Labor Service will concentrate more on worker safety, upholding labor rights, and promoting fair rules in the labor market.'

The reform marks a shift from a model centered on control and market access influence to one emphasizing labor safety oversight and enforcement of labor law compliance. Key objectives include:

  • reducing the administrative burden on businesses,
  • minimizing risks of undue pressure,
  • redirecting the agency’s resources toward monitoring real threats to workers’ lives and health.

This modernization of Ukraine’s State Labor Service represents a significant step toward improving working conditions and ensuring labor rights are upheld. These changes could help foster a more transparent and equitable labor market where workers’ interests are protected.
