Ukraine's Cabinet Extends Utility Compensation Rules for Hosts of Internally Displaced Persons

Уряд України продовжує підтримувати людей, які прихистили внутрішньо переміщених осіб, впроваджуючи нові правила компенсацій.

Decree No. 715: Enhancing Support for Displaced Populations

On June 4, 2026, the Cabinet of Ministers of Ukraine adopted Decree No. 715, refining the mechanism for reimbursing housing and utility costs (HUC) incurred when providing free accommodation to internally displaced persons (IDPs) and individuals lacking required documentation. This move extends the temporary compensation period from two to three months, offering more robust support during their transitional stay.

These changes come as Ukraine continues to grapple with the social and economic fallout from the ongoing conflict, where millions have been forced to flee their homes.

Key Updates and New Provisions

Specifically, the new decree amends procedures previously established by Cabinet resolutions No. 333 of March 19, 2022, and No. 616 of May 27, 2025. It also mandates the display of detailed compensation information within the electronic account system of the Pension Fund of Ukraine (PFU). This data will include:

  • details on who received compensation;
  • who was denied and the reasons for denial;
  • how the payment amount was calculated;
  • the sums accrued and disbursed for each relevant period.

Implementation of the electronic account display at the PFU will occur once the necessary technical adjustments are completed. Decree No. 715 represents a significant step in aiding individuals facing hardship amid a challenging socio-economic landscape.

The adoption of this decree underscores the Ukrainian government's efforts to improve social protection for internally displaced persons and to provide them with essential support under difficult circumstances.

Extending the compensation period will help alleviate the financial burden on these groups as they adapt to new living situations. Furthermore, introducing an electronic tracking system for compensation is expected to enhance transparency and efficiency in the aid distribution process.

In light of recent developments, the government's decision to extend the compensation period for hosting displaced individuals highlights a growing commitment to support affected families.
