Cabinet of Ministers Approves Key Amendments
The Ukrainian government has approved amendments to the regulations governing an experimental project to strengthen the nation's air defense (AD). The changes are designed to enhance the capabilities of volunteer territorial community formations (VTCFs) by broadening the authority to initiate AD groups, establishing clear personnel criteria and specialist certification requirements, and enabling temporary reinforcement by Ukraine's Territorial Defense Forces (TDF). Furthermore, these volunteer groups will now be integrated into the overall AD system of the Armed Forces of Ukraine (AFU). This move reflects Ukraine's ongoing adaptation of its defense strategy to incorporate local initiatives.
The adopted document removes several organizational barriers and details training requirements for personnel. Specifically, the authority to initiate the creation of AD groups within VTCFs is now granted to:
- Heads of military administrations,
- Commanders of VTCFs,
- Commanders of TDF military units to which the relevant volunteer formation is subordinate.
A significant procedural change is that the head of the military administration is no longer required to participate in appointing the commander of an AD group.
Personnel Standards and Training
The amendments also introduce clear personnel criteria for AD group members. Only individuals who meet the following conditions may be recruited:
- Have a deferment from military conscription,
- Have completed specialized training,
- Hold a state-issued document certifying them as an external pilot, master, or sapper.
For unmanned aerial vehicle (UAV) operators, there is a mandatory requirement to obtain a certificate from educational institutions certified by the Ministry of Defense. Sappers must complete training at educational institutions of the Ministry of Defense, the Ministry of Internal Affairs, or the State Emergency Service and obtain a state-issued sapper certificate.
Additionally, in cases of a shortage of qualified volunteers, AD groups are permitted to temporarily involve active-duty servicemen from the TDF with the relevant expertise. A crucial aspect is that these AD groups will operate as an integrated component of the AFU's overall air defense system. Operational planning and the direct management of their actions will remain the exclusive competence of the Air Force of the AFU, exercised through the appropriate AD command bodies.

The changes adopted by the Cabinet of Ministers represent a vital step in strengthening Ukraine's air defense, particularly in the context of ongoing security challenges. This approach also has the potential to improve coordination between military and civilian structures during wartime, fostering a more unified national defense effort.
