Ukraine's Cabinet Dismisses Civil Service Agency Chief and Appoints Successor

Уряд України звільнив керівника агентства з держслужби та призначив нового очільника.

Cabinet of Ministers Makes Key Personnel Changes

On May 30, the Cabinet of Ministers of Ukraine issued Resolution No. 516-r, removing Nataliia Aliushyna from her position as head of the National Agency of Ukraine on Civil Service (NADS) effective June 1, 2026. Her dismissal was based on the expiration of her term under Ukraine's Law on Civil Service.

In a separate move, through Resolution No. 519-r, the Cabinet appointed Oleh Voitovych as the first deputy head of NADS. He is set to assume his duties on June 2, 2026, for a five-year term. This appointment takes into account his previous service term, which began under a resolution dated December 13, 2024.

Prime Minister Yuliia Svyrydenko signed both decisions. Separately, President Volodymyr Zelenskyy also reshuffled the composition of the Supreme Commander-in-Chief's Staff.

Significance of the Leadership Shift

These changes at NADS come amid broader efforts to revamp Ukraine's administrative structures, potentially impacting the efficiency of the civil service. The appointment of a new first deputy signals an intent to ensure stability and continue reforms in this sector, a critical factor for the country's public administration development.

In light of these significant personnel changes within the civil service, it is important to consider how the government is also enhancing the integration of military personnel into civilian roles. This move reflects a broader strategy aimed at strengthening the nation's administrative capabilities.
