A severe labor shortage emerged in Ukraine in 2025, creating a surge in job openings for people with disabilities, retirees, and parents on maternity leave. The labor market is experiencing unprecedented growth, particularly within the manufacturing and service sectors. By early 2026, a significant rise in vacancies for traditionally non-priority groups is enabling these populations to find employment. This shift reflects a broader economic transformation as the country rebuilds its workforce.

Vacancy and Wage Increases

The number of job postings for people with disabilities has skyrocketed by 16 times, indicating a major shift in employer attitudes toward workplace inclusion. Demand for kitchen assistants has grown 12-fold, with substantial increases also seen for:

  • cooks (+93%)
  • bakers (+47%)
  • packers (+40%)

The roles with the highest vacancy growth include:

  • bakers (+129%)
  • customer service managers (+111%)
  • cooks (+86%)

Wages in these fields have also risen sharply. The median salary for facade workers increased by 56% to 62.5 thousand UAH. Chat operators now earn 82% more, at 15.5 thousand UAH, while the median salary for accountants is 22.5 thousand UAH. Vacancies for warehouse packers on maternity leave have jumped from single digits to hundreds, and job postings for kitchen assistants and call center operators for retirees have tripled.

Bakers' salaries, now at 35.1 thousand UAH, have risen by 63%. Dispatchers of retirement age have seen their pay increase by 73% to 19.5 thousand UAH. The personnel crisis has forced businesses to raise wages by 40-80%, a key factor in attracting new workers from these demographics.

These changes signal substantial progress in workplace inclusion and the adaptation of Ukraine's labor market to the needs of diverse social groups.

The growth in job opportunities and higher wages could improve living standards for these populations and boost overall national employment—a crucial step in overcoming economic challenges. This situation may also act as a catalyst for further labor market reforms aimed at ensuring equal opportunities for all citizens.
