The bribe was allegedly offered in exchange for helping a man evade mobilization. The Volyn Regional Military Enlistment Office has confirmed the detention and stated it is fully cooperating with investigators. According to reports from the Telegram channel of Ukraine's Ombudsman Dmytro Lubinets and an official statement from the Volyn Regional Military Enlistment Office, the official promised to arrange a temporary unfitness for military service and to remove the individual from the military registry for the specified sum.

The money was received before the arrest, and this transaction was documented by authorities. However, when the suspect was taken into custody, no cash was found on his person. Local media have identified the suspect as Roman Udovenko, the deputy head of the Lutsk City Military Enlistment Office. Yet, Ulyana Kravchuk, a spokesperson for the Volyn Regional Military Enlistment Office, has neither confirmed nor denied this name. It is noted that existing military medical board (VLK) rulings regarding the individual's unfitness for service have not been revoked.
