Between February and April 2026, the officials detained 21 civilians without legal justification at a temporary mobilization facility. The men involved had been rejected for service by military units. Their detention periods ranged from one to 48 days. In one particularly egregious incident, a duty officer at the facility chained a victim to a metal ladder with handcuffs and left him there overnight.
Investigators from the State Bureau of Investigation (SBI) seized official documents and internal review materials, interviewed victims, witnesses, and ombudsman representatives, and analyzed footage from police body cameras. The acting head of the district military enlistment office and the head of the military records unit have been charged under Article 426-1, Part 5, and Article 146, Part 2 of the Criminal Code of Ukraine. The duty officer at the temporary mobilization point faces charges under Article 127, Part 1.
