Pre-Trial Investigation into Official Negligence
Kyiv police have finalized a pre-trial investigation into a senior official of the Kyiv City State Administration (KCSA) for negligence of duty, which resulted in the overpayment for generators. An indictment has now been forwarded to the court. The case centers on events in 2023, when the official signed a contract with a private company to purchase diesel generators for heating points. The official failed to conduct proper market price research, leading to the equipment being bought at an inflated cost.
The overpayment amounted to 4.8 million hryvnias. The official has been formally notified of suspicion under Part 2 of Article 367 of the Criminal Code of Ukraine, which carries a potential penalty of up to five years of imprisonment. The charge also includes a possible ban from holding certain public offices for up to three years. This case is part of a broader scrutiny of wartime procurement as Ukraine seeks to ensure accountability for public funds.
Additional Suspicions and Consequences
Separately, the Kyiv City Prosecutor's Office has also notified an authorized person from the municipal association "Municipal Security" of suspicion. The damages in that case are nearly 1.7 million hryvnias. Furthermore, an official from the communal enterprise "Informatika" has been notified of suspicion regarding negligence in the procurement of equipment for a video surveillance system.
These incidents underscore the critical importance of oversight in public spending and the accountability of officials for their actions. With resources strained, particularly during wartime, the inefficient use of budget funds can have severe consequences for society. The outcome of the upcoming court proceedings may set a significant legal precedent for handling similar cases of fiscal mismanagement in the future.
