Kyiv Allocates Additional 9 Billion UAH for Winter Heating Readiness

Kyiv's Preparations for the Heating Season

On May 14, during a plenary session, Mayor Vitali Klitschko announced that the Kyiv City Council plans to approve an additional 9 billion UAH to prepare the capital for the heating season and boost energy resilience. Specifically, the city budget will allocate 1.25 billion UAH to the State Agency for Restoration and Infrastructure Development of Ukraine. These funds will be used to purchase heat engineering equipment for constructing a backup heat supply system.

Deputy Mayor Petro Panteleev reported on the capital's winter preparations, noting that nearly two thousand residential buildings have achieved energy independence thanks to city support and co-financing programs. The estimated cost of energy resilience measures is expected to reach up to 30 billion UAH, with funding split 50/50 between the city and the state. Klitschko emphasized that

“we expect a parity position from the state and its financial participation”

Capital Increase and Projects

On March 26, 2026, Kyiv City Council deputies also approved a decision to increase the authorized capital of the municipal enterprise 'Kyivteploenergo' by 2.7 billion UAH. As part of the heating season preparations, work is planned on:

  • restoring energy facilities damaged during shelling;
  • installing engineering protection;
  • developing distributed cogeneration;
  • ensuring the resilience of water supply and drainage systems;
  • creating backup heat supply sources.

Additionally, Klitschko stated:

“Furthermore, let me remind you, Kyiv is implementing large-scale projects to enhance the energy autonomy of its housing stock”
