Kyiv City Council to Decide on Land and Housing Policies for Capital’s Recovery

On May 28, the Kyiv City Council will address several critical matters concerning land use and housing for specialists involved in rebuilding the capital’s infrastructure. The agenda includes the following topics:

  • transfer of land plots to citizens under private homes;
  • privatization procedures;
  • registration of plots under green spaces managed by Kyivzelenbud;
  • land registration for condominium associations (OSBBs).

A decision is also expected on providing temporary housing for professionals arriving from other regions of Ukraine to support recovery efforts.

Why Housing for Specialists Matters

Mayor Vitali Klitschko will personally lead the session and noted: 'Today we will continue reviewing issues that were not resolved at the last meeting—specifically, land use matters under the new regulations.' He emphasized that the agenda includes numerous items, such as:

  • land allocation to citizens for private homes;
  • privatization;
  • registration of green zone plots under Kyivzelenbud;
  • land registration for OSBBs.
Vitali Klitschko: 'Previously, we passed a similar decision for Kyiv residents whose apartments were damaged by hostilities and enemy attacks.'

Klitschko also underscored the importance of approving temporary housing for specialists aiding Kyiv’s infrastructure restoration: 'The list of specialists in need of temporary housing is submitted to the Department of Construction and Housing Provision by district administrations and the enterprises that hire them.'

It should be noted that the position of Secretary of the Kyiv City Council remains vacant following the resignation of Volodymyr Bondarenko, who is currently under investigation. According to investigators, Bondarenko accrued and paid salaries between 2022 and 2023, causing nearly 700,000 UAH in damages to the council.
