Official Charged with Negligence
The Kyiv City Prosecutor's Office has submitted an indictment to court against an official from the municipal enterprise 'Municipal Guard.' The official is charged with professional negligence related to the procurement of defective body cameras, which caused losses of 1.7 million hryvnias. As the authorized procurement officer for the enterprise in 2022, the accused failed to conduct a proper analysis of the technical specifications of the cameras before purchase. This case highlights ongoing efforts in Ukraine to combat corruption and ensure accountability in public spending, particularly for security equipment.
Procurement Details
According to the case file, the municipal enterprise signed a contract with a private company to purchase 200 personal body-worn video cameras. However, the technical characteristics of the supplied cameras were found to be substandard, including image quality that fell below the specified requirements. Subsequent expert examinations determined the resulting financial damage to be approximately 1.7 million hryvnias. The charges are based on Part 2 of Article 367 of the Criminal Code of Ukraine, which covers professional negligence.
This case underscores the critical need for proper oversight and accountability in public procurement processes, especially in areas where technical specifications directly impact the effectiveness and safety of the equipment.
Given the scale of the losses incurred by the municipal enterprise, this incident is likely to draw attention to the necessity of strengthening controls over budget expenditures and procurement within the state sector.
