Paying for Comfort: Kyiv's Pre-Trial Detention Center Earns 32 Million Hryvnias from Upgraded Cells

Revenue Streams at Kyiv's Pre-Trial Detention Center

From 2020 through February 2026, the state-run Kyiv Pre-Trial Detention Center (SIZO) generated 31.8 million hryvnias from its paid cell service. The facility's highest earnings occurred in 2023 and 2024, with annual revenues nearing 8 million hryvnias each year. In 2025, income from providing these cells with improved living conditions amounted to 6.53 million hryvnias.

Detainee Population as of Late February 2026

As of the end of February 2026, the Kyiv SIZO held a total of 2,461 individuals. This population included:

  • 1,578 persons held under court-ordered detention;
  • 439 persons undergoing pre-trial investigation.

The facility contains 374 cells in total, of which 27 are upgraded cells designed to accommodate 61 detainees.

Since February 17, 2026, the center has housed former Minister of Energy and Justice Herman Halushchenko, who is suspected of a corruption-related crime. On March 4, 2026, he submitted a formal request to the facility's administration, prohibiting them from releasing any information to the media regarding his conditions of detention.

These figures indicate a growing revenue stream from paid cells at the detention center, which may reflect an increasing demand for the improved conditions the institution offers.

The detention of high-profile figures like Herman Halushchenko heightens public scrutiny of conditions within Ukraine's penitentiary system and could influence future legislative and practical reforms. This practice of offering paid upgrades, while generating significant income for the state, raises questions about equity within the justice system. His imposed media blackout on his own detention details may further fuel concerns about transparency in the operation of Ukraine's pre-trial detention facilities.
