Vacant Secretary Position Creates Uncertainty in Kyiv City Council
Following Volodymyr Bondarenko's resignation, the role of secretary for the Kyiv City Council remains unfilled. Mayor Vitali Klitschko has stepped in to personally preside over council sessions, yet he has refrained from calling for a vote to select a permanent replacement. Candidates for the position include members from the European Solidarity party and Volodymyr Slonchak, a deputy from the Batkivshchyna faction. Slonchak could potentially offer the mayor a coalition built on support from the Unity party and the former OPZZh bloc.
The matter of electing a new secretary has become a sensitive issue for the mayor. Deputy Mayor Valentyn Mondryivskyi has stated that filling the secretary role is not currently a top priority. Meanwhile, on July 10, 2025, law enforcement officials formally notified Bondarenko of suspicion regarding baseless salary payments to a city council employee and for facilitating evasion of military service. According to reports, between 2022 and 2023, Bondarenko improperly authorized and paid out a significant sum—nearly 700,000 hryvnias—in salary.
Investigation and Political Fallout
Bondarenko is also listed as a witness in the Komarnytskyi tapes case, where his voice was captured on NABU wiretaps from the office of Denys Komarnytskyi. The latter is accused of leading a criminal organization involved in land-related schemes in the capital. On these recordings, Bondarenko is heard coordinating the Kyiv City Council's agenda with Komarnytskyi.
According to a source close to the mayor, 'Vitali is deeply concerned about a scenario where he is suspended from office and his powers effectively transferred to the secretary or the head of the Kyiv City Military Administration.'
As a result, the situation surrounding the secretary position remains tense and warrants continued scrutiny.
Bondarenko's resignation, coupled with Klitschko's reluctance to initiate a new election, highlights instability in the management of the Kyiv City Council. Amid political strains and potential legal repercussions for Bondarenko, the current deadlock could reshape the capital's political dynamics. The eventual election of a new secretary may trigger shifts in coalition agreements and a realignment of power within the council, developments that both the public and experts should monitor closely.
