Blame Directed at Central Authorities
Kyiv Mayor Vitali Klitschko has accused the central government of backing out of its commitment to finance repairs at the Thermal Power Plant No. 5 (TPP-5). According to him, the Ministry for Communities and Territories Development had previously pledged state support and even proposed contractors for the facility's restoration, but has since reversed its stance. As a result, the city urgently needs to secure 3 billion UAH in funding, now that the state has withdrawn its financial backing. This situation highlights ongoing tensions between local and national authorities over critical infrastructure responsibilities.
The total estimated cost for purchasing equipment and establishing a backup heating system for TPP-5 stands at 9 billion UAH. In response, Kyiv continues to restore damaged facilities using its own municipal budget and funds borrowed from international partners. Klitschko stressed that after delays, the state is now effectively 'washing its hands' of the matter, claiming it is solely Kyiv's problem.
“So it’s politics again. They’re trying to corner Kyiv,” said Vitali Klitschko.
